The legal marijuana market was valued at USD 21.0 billion in 2023. Grand View Research projects it will reach USD 40.7 billion in 2026 and USD 102.2 billion by 2030, a CAGR of 25.4% from 2024 to 2030. North America leads with a 76.0% revenue share, and medical use accounts for 79.1% of global revenue.
How Big Is the Legal Marijuana Market Today?
The legal marijuana market is one of the fastest-scaling regulated categories in healthcare and consumer goods. It stood at USD 21.0 billion in 2023, and the estimate for 2026 is USD 40.7 billion. That is almost double in three years.
Look further out and the picture gets sharper. The 2030 forecast of USD 102.2 billion is nearly five times the 2023 base. Even from 2026 onward, the market is expected to grow about 2.5 times in four years. For businesses and investors, the legal marijuana market is no longer an experiment but a category with predictable direction.

Why Is the Legal Marijuana Market Growing So Quickly?
Growth comes from three overlapping forces: policy, proof, and profit.
Policy. Legalization keeps spreading. Thailand became the first Asian country to legalize the use and purchase of cannabis leaves in February 2021, and extended this to the whole plant in June 2022. Luxembourg legalized possession and cultivation for recreational use in June 2023, becoming the second European Union member to do so. More than two-thirds of U.S. states have now legalized marijuana in some form.
Proof. Evidence is turning cannabis from a controversial product into a prescribable one. The FDA has approved cannabidiol (Epidiolex) for certain severe forms of epilepsy and dronabinol (Marinol, Syndros) for chemotherapy-induced nausea and vomiting. Studies cited by the National Center for Biotechnology Information link cannabis to relief in chronic pain, Alzheimer’s, Parkinson’s and other neurological conditions. Trials continue, including a Phase 2 double-blind study announced by Avextra Pharma GmbH in October 2023 for cancer patients in palliative care.
Profit. Governments see revenue. The Dutch government earns roughly 400 million euros (USD 437.96 million) every year in taxes from 730 marijuana-selling coffee shops. That kind of income gives lawmakers a reason to keep building frameworks, and it creates jobs and draws new companies in.

Which Segment Leads the Legal Marijuana Market?
Medical use dominates. The medical segment captured 79.1% of global revenue in 2023. As of April 2023, 38 U.S. states, three territories and the District of Columbia had legalized cannabis for medical use. Chronic pain is the biggest single indication, with a 26.2% share. A 2023 JAMA Network Open study found that 948 of 1,661 adults surveyed used cannabis to manage chronic pain.
Adult use grows fastest. As of November 2023, 24 U.S. states, two territories and the District of Columbia had rules for adult or recreational use. Many consumers in markets where both options exist choose adult-use products, partly because medical marijuana is rarely reimbursed. Shifting consumer attitudes add to the momentum, which is why this segment is expected to post the fastest CAGR.
Which Product Type Is Winning?
Oil and tinctures are the largest product category, with a 54.2% revenue share in 2023, and they are also expected to be the fastest growing. Patients like them for controllable dosing and for use in nausea, insomnia, anxiety and stress. They also suit people who cannot smoke, including children whose treatment involves cannabis derivatives. In May 2023, Stenocare received approval from Germany’s BfArM to sell a medical cannabis oil by prescription.
Canada’s retail data shows a useful contrast. Dried cannabis made up 53% of packaged units sold, followed by extracts at 24%, edibles at 22%, and topicals at just 0.3%. In other words, flower leads in units while oils lead in global revenue. This is my own reading of the two data sets, but it points to oils and extracts capturing more value per unit. Brands that move toward formulated products may be chasing margin, not just volume.

Where Is Demand Strongest?
North America holds 76.0% of the legal marijuana market, supported by decriminalization for medical and adult use, a structured regulatory framework, and the presence of most major producers. The FDA issued guidance in February 2023 on developing human drugs from cannabis and cannabis-derived compounds, which gave the region more regulatory clarity. The U.S. is expected to register the highest CAGR from 2024 to 2030.
Elsewhere, momentum is research-led. In Asia Pacific, a “Cannabis Research Project” at CSIR-IIIM Jammu in India was set up in July 2023 through a Canadian company and government partnership. It looks at epilepsy, neuropathies and cancer. Countries with large elderly populations are expected to speed up legalization as evidence on pain relief builds. A Tasmanian medicinal cannabis farm tripled production in November 2023, showing that demand is reaching new geographies.
Who Are the Key Players in the Legal Marijuana Market?
Major companies include Canopy Growth Corporation, Aurora Cannabis Inc., Tilray Brands Inc. (Aphria) and The Cronos Group. Lexaria Bioscience, Organigram Holdings and MariCann are emerging participants. Aurora Cannabis alone has a presence in more than 20 countries.
Their strategies fall into three patterns:
- Buying capability: Canopy Growth agreed in May 2022 to acquire extracts maker Lemurian, then created Canopy USA in October 2022 to complete its acquisitions of Jetty, Wana Brands and Acreage Holdings.
- Partnering for access: Cantourage Group SE worked with Astrasana to launch high-THC medicinal flowers in Switzerland in October 2023.
- Launching new formats: Canopy introduced Canada’s first cannabis-infused beverage with naturally occurring caffeine in March 2023. Village Farms announced two UK brand launches, distributed by 4C LABS, in January 2024.
The market shows a high growth stage, an accelerating pace, and a medium level of merger and acquisition activity.
What Should Businesses Do Next?
Treat the legal marijuana market as a policy-sensitive growth market. Companies that combine clinical credibility with oils, tinctures and other formulated products are best placed to capture medical demand. Those targeting the U.S. adult-use channel can benefit from the segment’s fast growth. Because regulation shifts country by country, early movers in markets such as Thailand, Luxembourg and Germany gain an advantage in approvals and partnerships.
Final Takeaway
From USD 21.0 billion in 2023 to a projected USD 102.2 billion in 2030, the legal marijuana market is growing on legalization, clinical validation and government revenue. Medical use, oils and tinctures, and North America are the anchors, while adult use and the U.S. are expected to move fastest.
